Perhaps you can remind your friend that, even if they don't hold their abductor responsible for their actions because of the city's influence, they can still prioritize their own safety and well-being. They don't have to blame the other person to decide to create some distance, especially if this is the way that other person tends to behave when pushed to the extremes of their temperament.
I think you can encourage them, but let them know you recognize it's their choice and tell them you can let the matter rest if that's what they need from you as a friend.
