It's something that has made me act radically out of character before. However, I'd still be inclined to take it on a case by case basis. There are those who might use the excuse of the city's influence to get away with abusive behaviour when the only influence they are actually under is their own. On the other hand, I can tell you from personal experience that its influence can be simultaneously insidious and extreme. I think the best you can do is evaluate based on what you know about the individuals in question.
Perhaps you can remind your friend that, even if they don't hold their abductor responsible for their actions because of the city's influence, they can still prioritize their own safety and well-being. They don't have to blame the other person to decide to create some distance, especially if this is the way that other person tends to behave when pushed to the extremes of their temperament.
I think you can encourage them, but let them know you recognize it's their choice and tell them you can let the matter rest if that's what they need from you as a friend.
